IX. Administrative Matters
  1. Delegation of Responsibility

    In accord with Article II, section 4 of the By-Laws of Earlham, the President's delegation of responsibility to other administrative officers is set forth in a document called "Administration at Earlham College." This document is revised each summer and made available at the beginning of the academic year to faculty, students, staff and the Board of Trustees.

  2. College Committees Concerned with Administrative Matters

    In the conduct of their responsibilities, the Vice Presidents and Deans who lead the major administrative divisions of the college are expected to consult broadly before making important decisions. With regard to some matters, the Faculty may create standing college committees to serve as the established body with which the administrative officer is expected to consult.

    • Admissions and Financial Aid Advisory Committee

      Charge: Serves as a sounding board for the Admissions Office for concerns and challenges in recruitment efforts at the College; acts as an advisory group to the Admissions Office through the Dean(s) of Admissions, responding to issues such as recruitment and enrollment;
      offers suggestions and recommendations for consideration as new policy and practice; and serves as a conduit from the faculty for ideas regarding recruitment and marketing of departments and programs. To fulfill this charge, members of the committee may meet routinely with the President and other offices and departments at the College to support coordinated and cooperative efforts to recruit students to the College. The committee will ensure that reports are made to the Faculty Meeting, Administrative Council, and Employee Council as a matter of information, to keep all community members updated on progress in recruiting new students to the College and the challenges faced in these efforts, and on new programs or practices instituted in an effort to maintain and increase enrollment.

      Membership: Four teaching faculty representing each of the four divisions, two students, Associate Academic Dean, Dean of Admissions, and an Athletic Liaison.

    • Budget Committee

      Charge: Works with the Vice President for Financial Affairs to prepare the annual budget, works in an advisory capacity to Administrative Council during the budget planning cycle.

      Membership: Academic Dean, Vice President for Financial Affairs, two hourly staff members, six faculty (at least two of whom should be administrative faculty and at least two should be teaching faculty), and three students.

    • Earlham Welfare Committee

      Charge: Serves as an information center on all matters regarding faculty/staff welfare: insurance programs, benefits, general salary scales, retirement programs, tuition remissions; advises the Provost about policies on sabbaticals, leaves of absence, grants for attendance at professional meetings and research grants; advises the Provost and appropriate committees on faculty/staff welfare matters. Some committee recommendations might be reached after studying grievances of faculty and staff members, but the committee will not serve as an advocate in any individual’s grievance case.

      Membership: Four faculty members (one of which must be administrative) and two hourly staff, Vice President for Financial Affairs and Associate Vice President for Business Operations.

    • Vendor Relations Committee (VRC)

      Charge: The VRC will take on four kinds of business. First, it will write the vendor relations social audit, revise it as needed, administer it to vendors, interpret the answers, and decide how to deal with vendors whose answers are inadequate. Second, it will decide controversies about our vendors in light of the principles in the Vendor Relations Policy and a factual inquiry into the relevant vendors and alternatives. This includes deciding what steps to take in response to unethical vendors. Third, it will bear responsibility to recommend revision of the principles in this document. Fourth, it will meet annually with the Vice President for Financial Affairs to review his/her lists of our major vendors and vendors with which we have decided not to do business. The decisions of the VRC will be advisory to the President of Earlham College.

      Membership: One member of the teaching faculty from the college and one from ESR, each named by the faculties' nominating processes; one student from the college and one from ESR, each named by the student governments' nominating processes; one member of the hourly staff named by Employee Council; and one senior member of the Earlham administrative faculty named by the President.

  3. Staff Concerns and Communication

    • Employee Council

      Charge: Employee Council provides a communication link between staff employees and the College. The seven-member committee is to serve as a staff nominating committee when needed and to allocate staff Professional Development Funds in response to employee requests. The members are elected by the staff as each three-year term expires.

      Membership: Seven members of hourly staff chosen by area of the campus; and one faculty member as liaison, a two-year term.
