Chaawal ki Kheer (Rice Pudding)

4 cups milk
1 cup raw rice
½ cup water
1 cup sugar
1 ¼ cup raisins
½ cup almonds, sliced
1 tsp rose water (optional)
pinch saffron
1 tsp cardamon powder

In a heavy saucepan, buring milk to a boil, then add rice/water. Cook until rice is soft. Add sugar and continue cooking for 10 minutes. Remove from heat. Add raisins, almonds, rose water and saffron. Pour into serving dish. Sprinkle cardamon powder on top for decoration/taste.
