The $1 million Access to Learning Award for 2002 from the Gates Foundation went to BiblioRed, a network of public libraries providing free content, services, and connectivity to low-income citizens of Bogotá, Colombia. Quoting Margarita Peña, Secretary of Education for the District of Bogotá: "In one year, we have improved the lives of more than three million children and adults by offering new educational, recreational, and cultural opportunities.
