The Council of Europe has released a Declaration on Freedom of Communication on the Internet. Among other provisions, the Declaration calls on European nations not to restrict the internet more than other media, not use filters except to protect vulnerable groups, not to impose liability on ISPs for content they distribute, and to guarantee anonymous surfing.
