During the last decade, publishers invested hundreds of millions of dollars to make information more accessible to taxpayers and researchers. Content has been digitized; innovative licensing agreements have been created; in short, technology has already revolutionized the way we share knowledge. I'm interested to see if this experiment with author-paid publishing will work; for now, it's an unproven hypothesis."
