Johns Hopkins University has a Scholarly Communications Group (mainly of university librarians) and they have set up a concise and navigable resource on scholarly publishing issues, including resources for authors, a listing of university policies (both at JHU and other institutions) and organizations that help, a catalog of alternative publishing models, a bibliography, and a news page.
