England's Institution of Electrical Engineers (IEE) has issued a press release (July 21) expressing "grave reservations" about open-access journals. It objects that the upfront funding model will compromise peer review (reply), that it will exclude work from poor countries (reply), and that it will allow research corporations that formerly paid subscriptions to get OA journals for free (reply).
