Norway will not only require open-source software, but open standards in all government operations. The new requirement will be phased in over the next few years. One effect of the new policy, to quote Morton Meyer, Norway's Minister of Modernization, is that "Proprietary [file] formats will no longer be acceptable in communication between citizens and government."
