Ted Bergstrom and Preston McAfee have created a Journal Cost-Effectiveness calculator. Enter a journal by title or ISSN and get back its its price per article, its price per citation, and rank (on these prices) relative to other journals in the fields of your choice. It does not cover all journals, but is remarkably useful for those it does cover.

I recommend the OA tracking project (OATP) as the best way to stay on top of new OA developments. You can read the OATP feed on a blog-like web page or subscribe to it by RSS, email, or Twitter. You can also help build the feed by tagging new developments you encounter.
