WHO releases cost estimates for implementing GSPA

The World Health Organization has released detailed cost estimates and time frames for implementing its Global Strategy and Plan of Action on Public Health, Innovation and Intellectual Property. For background, see posts at IP Watch or Knowledge Ecology International. From IP Watch:
... This list of expected costs is one of the outstanding elements on the plan of action the WHO secretariat had been tasked with completing by this week’s Executive Board meeting. The board, which advises and makes recommendations to the annual WHO World Health Assembly, is meeting from 19 to 27 January. ...
Funding for the OA element is included with costs to establish public health libraries; from the WHO document:

2.4(a) promote the creation and development of accessible public health libraries in order to enhance availability and use of relevant publications by universities, institutes and technical centers, especially in developing countries
Time frame: 2008-2015
Estimated funding needs in U.S. dollars: 42,210,000, plus share of subtotal in support unit costs

2.4(b) promote public access to the results of government funded research, by strongly encouraging that all investigators funded by governments submit to an open access database an electronic version of their final, peer-reviewed manuscripts
