What Is the Internet's Effect on Human Rights?

Does the Internet help or hinder the work of human rights groups? Do web sites, gophers, email, IRC, and usenet groups function to empower these organizations by quickening data transmission time, or bringing salient information before more people? Or has human rights information on the Internet betrayed itself by showing repressive governments its inherent danger (the need for Internet repression), or desensitizing readers with unadulterated pictures or description? In short, this site seeks to answer the question, "Who watches the watchers?" and discuss the implications of that answer. The site will give background into international treaties dealing with human rights and provide links to human rights NGO web sites. The site will also offer a conservative, liberal, and revolutionary viewpoint on the global problem of human rights as it relates to the internet.
